Introduction
1. This circular is to inform you of the payment being issued to meet New Burdens incurred by local authorities (LAs) as a result of the on-going implementation of the Real Time Information (RTI) Bulk Data Matching (BDM) Initiative.
2. As advised in Circular HB S9/2017 this payment includes the:
- balance of funding due for the actual BDM files issued for May to August 2017.
- new Burdens payment for September 2017 to January 2018. Half the funding is being allocated as an advance payment with the balance to be paid in February 2018; based on the actual volume of files received at the end of the year.
3. This year’s funding was originally to be determined by the turning on of the Wider Use of RTI, now known as Verify Earnings and Pension (VEP) service alerts. As this was delayed, RTI BDM will continue for the full nine months until January 2018. The VEP service alerts is now anticipated to go live in early 2018.

5. Each LA will receive a total payment during the week commencing 16 October 2017. The individual allocations and total payment to each LA are shown in Annex A.
