Home Office Public Sector Equality Duty Training numbers for the financial year 2024/2025

This publication forms part of the Home Office response to Recommendation 12 of the Windrush Lessons Learned Review, which states:
The department should embark on a structured programme of learning and development for all immigration and policy officials and senior civil servants in relation to the Equality Act 2010 and the department’s public sector equality duty and obligations under the Human Rights Act 1998. Every year, the department should publish details of the kind of training courses attended, and how many people have completed them.
1. Introduction
In line with Recommendation 12 of the Windrush Lessons Learned Review, the Home Office has created and delivers a training programme on the Public Sector Equality Duty (PSED). The PSED training has been delivered in-house by policy staff and Home Office Legal Advisors. It consists of training explaining the history of the Equality Act 2010 and the Public Sector Equality Duty, including the nine protected characteristics and three aims of the PSED. Training is tailored to business area and profession.
In response to the Windrush recommendation, delivery of staff-led training has been prioritised to policy officials and to senior leaders (Senior Civil Servants (SCS) and Grade 6 (G6) staff). Since the start of the training in 2019 a total of 5,613 staff have attended a staff-led training session.
In order to reach the department’s large operational workforce and meet the commitment to train immigration officials, a separate PSED training package, designed as E-Learning, was rolled out in 2023. This E-Learning package is designed primarily for staff at Grade 7 and below. Since the introduction of the E-Learning package in 2023, a total of 24,863 staff have completed the E-Learning training.
This document sets out how many people have completed PSED training during the financial year 2024/25 as well as in total since the introduction of PSED training.
2. Grade Breakdown
2.1 Overall Training Numbers
From April 6th 2024 to April 5th 2025, 10,487 staff members have received training, the vast majority (83%) of this via the E-Learning course. Of those trained, 1,836 staff have received the staff-led training. This includes 71 SCS, 264 G6 and 1486 staff at other grades (G7, SEO, HEO, EO, AO and AA) and 15 unknown grades. A total of 8,9031 staff members have completed the E-learning training in the past financial year. This includes 11 SCS, 52 G6, 8,807 staff at other grades (G7, SEO, HEO, EO, AO and AA) and 33 unknown grades.
Staff grades are derived from current HR data and thus reflect grades at time of reporting (March 2025); for staff no longer reflected in HR data (for example where staff have left the Home Office) grades are those that were self-reported on the PSED training attendance registers or unknown in the case of E-Learning.
2.2 Current staff with PSED training
Of the SCS and G6 in post April 2025, 274 SCS (76%) and 871 G6 (68%) are considered PSED trained, i.e. have attended a training event delivered by our dedicated PSED or BETS (Business Embedded Trainers) team since the start of PSED training in 2019.
For staff below Grade 6, PSED training is not mandatory but highly recommended and is also included in induction events. Staff can attend either a staff-led session or complete the E-Learning package. Overall, 24,172 (50%) of current staff below G6 have received PSED training, including 1,377 at G7 (37%), 18,441 (53%) at SEO/HEO/EO and 4,354 (44%) at AA/AO level.
These numbers are calculated from a list of all paid civil servants within the department (April 2025) compared with registers taken from training attendance/E-Learning completion since 2019. Staff who have attended the training but have since left the department (26% of all SCS and G6 and 9% of all other grades trained since 2019) are not included in these totals.
3. Area Breakdown
E-Learning has been rolled out primarily to operational Migration and Borders staff, while staff-led training was focused on increasing the percentage of trained G6 and SCS staff. Table 1 shows the breakdown by business area of currently trained paid civil servants as well as the number of staff that received training in the financial year 2024/25.

An additional 753 staff have received PSED training in the financial year 2024/25, but are not included in the table because they are Arms-Length Bodies, not paid civil servants or have an unknown status.
4. Future
PSED training will continue to be delivered in the above-described formats, with an aim of further increasing the percentage of trained staff at SCS and G6 level currently in post. Training numbers will be published annually.

Migration and borders - staff in this area includes those working in UK Visas and Immigration (UKVI), Border Force, Immigration Enforcement, Migration and Borders policy, and His Majesty’s Passport Office
Homeland security - staff in this area work to counter threats from terrorism
Public safety - this includes staff who support work on crime and policing
Corporate and support - this includes staff that support other functions through a variety of means, including analysis, private offices, HR, and IT
