HMPPS annual report on the IPP sentence 2025 to 26

This is the third annual report on the imprisonment for public protection (IPP) sentence which includes a refreshed action plan.

This year’s report sets out the action taken across HMPPS for the financial year 2025 to 26 to support those serving the IPP sentence in prison to work towards a safe release, and those in the community towards the termination of their licence.

Within the report there is a refreshed IPP action plan which HMPPS will enact for the financial year 2026 to 27.

Further changes include:

  • the pilot of a new IPP Advocate Role designed to provide more personalised support to those serving IPP sentences
  • a new target to monitor and increase transparency on the use of IPP Progressions Panels
  • more gender specific actions to increase support for women serving IPP sentences
