Details
The High Value Council Tax Surcharge is a new annual charge on owners of residential property in England worth £2 million or more. This measure will come into force from April 2028.
The Valuation Office will conduct a targeted valuation exercise to identify properties in scope of the charge. Local authorities will collect the charge on behalf of central government, alongside existing Council Tax.
To support those who may struggle to pay, the government will make a deferral scheme available. This measure also confirms the government will introduce a series of discounts and exemptions and a 100% premium on properties left empty and unoccupied for 12 months or more.
