The latest High Speed Two (HS2) Ltd framework document, published December 2014, has been drawn up by the Department for Transport (DfT) and HS2 Ltd.
This document sets out the broad corporate framework within which HS2 Ltd must operate.
The DfT and HS2 Ltd have also entered into a development agreement which sets out how they will work together and manage their relationship. This framework document and the development agreement should be read together in order to understand the governance arrangements and the operational relationship between HS2 Ltd and the DfT.
