This updated evaluation strategy summarises current plans for evaluating the Health Transformation Programme (HTP).

The HTP is modernising health and disability benefit services to improve customer experience, build trust in our services and decisions, and create a more efficient service for taxpayers. The Programme is developing a new Health Assessment Service and long-term transformation of the Personal Independence Payment service. The HTP Evaluation Strategy sets out the Programme’s overarching approach to building a robust evidence base through planning and scoping, cross-cutting insight, testing and ongoing evaluation.

We initially published the HTP Evaluation Strategy in 2023 and in response to recommendations made following a review by the National Audit Office (NAO), the Programme committed to publishing an updated version by end of March 2026. This revision reflects the evolution of HTP design and introduction of small-scale delivery. Key updates include:

  • Enhanced detail on the HTP Theory of Change
  • Expanded information on Process, Impact and Value for Money evaluations
  • New sections on measurement of Key Outcomes
  • Examples of research and evaluation the programme has undertaken so far
  • Response to NAO recommendations:
    • Providing clarification of required data and evidence through enhanced Theory of Change and expanded process and impact evaluation plans
    • Benchmarking between the new Health Assessment Service and the BAU Functional Assessment Service is set out in the evaluation scope and impact evaluation sections
    • Transparency requirements have been met by defining key performance indicators and establishing a clear publication approach for monitoring Programme performance

We expect the evaluation strategy to continue to develop and adapt as the HTP further scales and develops in the future.
