Harbour Orders application fees

The fee for a Harbour Order application accepted by the MMO on or before 30 September 2022:

  • £2,000 if the sole purpose of the Order is to amend the borrowing powers of an existing authority
  • £4,000 for any other Order that would not empower an authority to carry out works
  • £6,000 for an Order which expressly empowers an authority to carry out works where an EIA is not required
  • £10,000 for an Order which expressly empowers an authority to undertake works where an EIA is required

The fee for a Harbour Order application accepted by the MMO on or after 1 October 2022 and on or before 30 September 2023:

  • £4,440 if the sole purpose of the Order is to amend the borrowing powers of an existing authority
  • £9,790 for any other Order that would not empower an authority to carry out works
  • £12,378 for an Order which expressly empowers an authority to carry out works where an EIA is not required
  • £22,528 for an Order which expressly empowers an authority to undertake works where an EIA is required

The fee for a Harbour Order application accepted by the MMO on or after 1 October 2023:

  • £6,880 if the sole purpose of the Order is to amend the borrowing powers of an existing authority
  • £15,579 for any other Order that would not empower an authority to carry out works
  • £18,756 for an Order which expressly empowers an authority to carry out works where an EIA is not required
  • £35,055 for an Order which expressly empowers an authority to undertake works where an EIA is required

As of 1 October 2022, MMO will offer a discretionary advice service which is charged at an hourly rate. This will be for matters such as pre-application meetings and full, in-depth review of application documents prior to submission.
