The report explains how the Association of Southeast Asian Nations (ASEAN) can strengthen global value chains (GVCs) by assessing risks and opportunities and acting together at pace.

It identifies 9 high‑impact value chains and 6 global trends that will shape outcomes. It sets out the prize in growth and jobs if resilience improves, and the losses that could be avoided if risks are managed.

It proposes 3 catalytic moves:

  • a Ministerial Dialogue, Discussion and Dispute Resolution mechanism
  • time-bound accelerator squads to deliver practical solutions
  • faster use of existing regional initiatives, all under a ‘think big, start small, scale fast’ approach
