Mozambique must transform its energy mix to meet its Energy Transition Strategy (ETS) targets and ensure renewable, inclusive energy access by 2050. The Mozambique ETS Investment Playbook provides a strategic framework to support the country’s shift towards this clean energy system.
It outlines a 10-step approach for programme leads to build and manage project pipelines, prioritise investments, and attract funding across 14 national programmes. The playbook includes dashboards, templates, and tools to track progress against ETS targets, identify project gaps, and ensure alignment with national energy goals. Each programme is encouraged to define measurable targets and maintain a centralised database of existing and planned projects.
To meet the ETS objectives, Mozambique requires over £63 billion to £87 billion in investment by 2050, with £24 billion to £36 billion needed before 2030. The playbook maps out investor types, blended finance models, and funding instruments tailored to different project stages and risk profiles. It categorises projects into 5 investment archetypes and includes a database of over 80 potential investors.
Case studies from across Africa illustrate successful financing structures for hydro, solar, wind, and off-grid energy projects. Notably, 74% of pre-2030 financing needs are considered commercially viable, with the remainder requiring concessional or blended capital.
The playbook ultimately aims to bridge Mozambique’s climate finance gap by equipping stakeholders with the tools and insights needed to build a robust, investable energy transition portfolio.
