On 18 December 2025 Defra published the independent Farming Profitability Review. The review was led by Baroness Batters and provided a detailed assessment of short, medium and long‑term actions required to strengthen farming profitability.

This response sets out the government’s position on the review’s recommendations, progress to date in implementing a number of these recommendations, and the further actions we will take. The review and the government’s response have also directly informed the priorities and direction of the Farming Roadmap which sets out a long-term vision for the farming sector.
