Please read Excise Notice 458: Lottery Duty before completing the form.
To apply to register as a lottery promoter (but not as an agent):
- use the online service (you’ll need to sign in or set up a Government Gateway account)
- fill in the form on-screen, print it off and post it to HM Revenue and Customs (HMRC)
Partnerships or corporate bodies that apply will need to provide details of their partners and directors.
If you hold a promoter’s license under section 5 of the National Lottery Act 1993, you should upload a copy of this as an attachment to the form.
You’ll get a reference number if you use the online form. You can use this to track the progress of your form.
Before you use the postal form
If you’re using an older browser, for example, Internet Explorer 8, you’ll need to update it or use a different browser. Find out more about browsers.
You’ll need to fill in the form fully before you can print it. You can’t save a partly completed form so you should gather all your information together before you begin to fill it in.
