The evaluation aims to gather robust evidence on the further education targeted retention incentive’s (FE TRI) impact on teacher retention in priority subjects, and the extent to which it also supports recruitment and improves teaching quality.
It is too early to assess measurable impact, so this report focuses on progress toward expected outcomes and emerging evidence of the FE TRI’s contribution to observed changes.
It draws on surveys and interviews with HR, senior leadership team staff, and FE TRI claimants in the statutory sector.
The impact will be further explored in the second year of the theory-based evaluation (TBE), supported by a quasi-experimental impact evaluation running alongside the TBE.
