The Foreign Influence Registration Scheme (FIRS) protects the safety and interests of the UK by improving the understanding of activity taking place in the UK at the instruction of a foreign state or certain foreign state‑controlled organisations. It is contained within part 4 of the National Security Act 2023.

Certain activities which seek to influence parliamentarians, UK government ministers and other senior public officials will need to be registered under FIRS and will appear on a public register.

This guidance provides more information for these individuals who may be the targets of political influence activities. In this guidance, they are referred to as ‘targets of influence’.
