Information on trusts that have applied to use off-framework agencies, or reported use of off-framework agencies, since October 2015 including the names of the agencies used.

The request also asks for information on whether permission was granted and the number of shifts provided by off-framework agencies.

Monitor does hold the information requested but has decided not to release it.

14 April 2016: On review, the initial decision to withhold information was upheld.
