FOI ref 0699-14 explains that the information requested for questions 1 to 3 is exempt under section 27 (International Relations) of the Freedom of Information Act (FOIA) and question 4 is exempt under section 12 as the cost of dealing with this part of the request would exceed the appropriate limit. It was suggested that the requestor refine the request by specifying specific treaties, countries or a specific range of time
