FOI 0872-15 explains that the central records held are for amounts spent by ESS Compass, the FCO UK estate contract caterer. In addition, Government Hospitality buys new stock for the government wine cellar on an ad hoc basis. The wine cellar is self-financing since 2010 so net spending on champagne and sparkling wine during this period was zero
