FOI 0437-15 explains the civil service recruitment freeze introduced May 2010, why the FCO recruited home civil service staff in October 2014 and how many working days that process took. It explains that competency based interviews are standard practice but the Diplomatic Service Fast Stream recruitment process requires, in the final selection process, a series of competency based assessments based on role play exercises. It gives the number of Fast Stream officers recruited since 2010 and the number of staff recruited into specialist or business critical roles on short-term contracts without fair and open competition from 2012
