FOI ref 0120-14 explains that some of the information is in the public domain as it was given in response to a Parliamentary Question. A link is given to the Hansard entry on www.parliament.uk. It relates specifically to detainees rather than arrests. Of the 21,976 general arrest cases, some may be related to terrorism. Section 12 of the Freedom of Information Act was applied as the cost to extract this information would exceed the cost limit. Suggestions for refining the request were given
