FOI ref 0095-14 explains that academics, lawyers and officials from across government attended the event but the list of attendees is withheld under Sections 40 and 41 of the Freedom of Information Act. However, the response gives a link to a detailed record of the Balance of Competence Academic Workshop on Foreign Relations and information on the Review of the Balance of Competences
