Request for the submissions to NHS Improvement setting out plans for the consolidation of those services.
The request asked for the 2 page notes setting out plans for consolidation and re-provision of back office services, pathology services and unsustainable services, which NHS Improvement had asked trusts to submit by the end of July 2016.
If the submissions could not be provided, the request was for a list of all the services deemed unsustainable and the organisation they are run by.
The request was refused on the basis that the information in the submissions was intended for future publication, as part of the arrangements for Sustainability and Transformation Plans.

Following an internal review, the original decision to withhold information was upheld on the basis of the application of sections 36 and 22 of the FOI Act.
