An FOI request for this information has been considered by the Information Commissioner.

In response to the Commissioner’s decision, NHS Improvement is now publishing the information. The information disclosed sets out the draft categories and the proposed categorisation of each NHS trust, proposed in January 2015 at the time the policy was being considered.

This system of categorisation was never implemented and the proposals have been superseded by developments following the establishment of NHS Improvement.
