The request was for ‘a copy of the 5 year capital plan recently submitted to Monitor by Guy’s and St Thomas’ NHS Foundation Trust’.

The request was refused on the basis that disclosure would prejudice Monitor’s functions relating to enforcement and monitoring the use of resources by trusts. Monitor does not normally disclose the regulatory submissions of individual providers.
