The requester asked for drafts of the report “External Review of Options for Reopening the Emergency Department at Chorley and South Ribble Hospital” and associated file notes, letters and emails.

NHS Improvement decided to withhold all the information under sections 21, 36 and 42 of the FOI Act.

The requester also asked for all notes made by the review team during their site visit to Lancashire Teaching Hospitals NHS Foundation Trust and during meetings with local commissioners, providers and MPs.
