FCO Cyber Security Capacity Building Programme 2018 to 2021

Details

The International Cyber Security Capacity Building Programme aims to supply a portfolio of transformational projects to support the National Cyber Security Strategy and reduce the cyber threat to the UK.

We invite concept proposals for projects to start in the financial year 2018 to 2019 and be completed by 31 March 2021, to help achieve the following objectives:

  • improve cyber security capacity in Eastern Europe, Association of Southeast Asian Nations (ASEAN), Middle East North Africa (MENA), India, Brazil or Mexico
  • promote a free, open, peaceful and secure cyberspace in Eastern Europe, ASEAN, MENA, India, Brazil or Mexico
  • conduct Cyber Security Capacity Reviews and help implement Active Cyber Defence (ACD) internationally

We encourage multi-year bids that provide value for money and have sustainability post 31 March 2021.

We welcome project proposals from any organisation with:

  • a proven track record of completing international projects on time and budget
  • effective networks, especially with host governments and
  • expertise in delivering transformational change

Submit your initial concept by 26 January 2018 to the FCO International Cyber Security Capacity Building Programme at: cybercapacity.building@fco.gov.uk.

We will consider all concept proposals and may then take one of several actions:

  • invite the applicant to submit a full proposal
  • pass the concept proposal to another programme for them to consider
  • identify a service that we wish to procure through a commercial competitive process or
  • inform the applicant that we are taking no further action at this time but will keep their proposal on file

Bidding timetable

  • 15 January: call for new concept proposals
  • 26 January: deadline for concept proposals
  • 12 February: applicants are informed of the programme team’s decision about concept proposals that should be worked up into full bids, including with an Overseas Security and Justice Assistance (OSJA) assessment, where required
  • 23 February: deadline for full bids
