Revisions statement: Equality impact assessment of Official Development Assistance programme allocations for 2025 to 2026
Updated 2 September 2025
August 2025
Four sections of the document have been updated to change or clarify earlier analysis. These do not change the overall conclusions of the equality impact assessment but they do reduce the negative impacts reported.
-
References to the girls’ education programme in the Democratic Republic of the Congo (DRC) have been removed. This programme will close in 2026 to 2027, rather than in 2025 to 2026 as initially reported, and there are no impacts on equalities in 2025 to 2026.
-
Language on the Women Peace and Security (WPS) centrally-managed programme has been edited to clarify that the programme reduction was to a planned increase in 2025 to 2026, and that it “may” as opposed to “will” result in up to 50 fewer new women peacebuilding organisations supported in FCAS than planned.
-
Language on Ending Preventable Deaths (EPD) Support programme has been edited to clarify that the budget reductions “may” as opposed to “will” require prioritisation of the technical assistance provided to 11 flagship countries. The technical assistance is demand led and cannot be forecast with a high degree of certainty in advance.
-
Language has been updated to reflect that a total of 10 rather than 12 existing and pipeline programmes and projects were put forward for total or partial closure or pause in 2025 to 2026. One programme was included in error.
