Latest figures indicate that in the year ending 31 March 2010 there were approximately 382,300 children in need in England, 64,400 of whom are looked after. The remaining 317,900 will be receiving some level of support from children’s social care services and possibly other agencies, while remaining with their families.

The overall aim of this study was to calculate the costs of providing support and services to children in need as defined by section 17 of the Children Act 1989. It aimed to identify any factors that led to variations in costs and sought to develop a pilot version of a children in need cost calculator for children’s services.
