This is a list of compliance schemes registered under the Producer Obligations (Packaging and Packaging Waste) Regulations 2024 for the 2025 compliance year.

The regulations are generally known as ‘extended producer responsibility (EPR) for packaging’ in GOV.UK guidance. Find out more about EPR for packaging.

Each compliance scheme has registered with the environmental regulator for the appropriate nation.

The regulators are:

  • Environment Agency (England)
  • Natural Resources Wales
  • Scottish Environment Protection Agency
  • Northern Ireland Environment Agency

What compliance schemes do

Compliance schemes are third parties that help producers meet their obligations under the regulations.

You’ll have to pay a fee to the compliance scheme for their services.

If you join a compliance scheme they will:

  • register you with the environmental regulator
  • report your packaging data
  • meet your recycling obligation for you if you are a large producer

Compliance schemes cannot pay your waste disposal fees.
