Notice proposing changes to the level of EU steel safeguard quotas, following UK exit.

As of 1 January 2021, the UK will no longer be part of the EU customs territory. From this date certain UK steel exports to the EU may be subject to EU safeguard measures.

In view of this change, the Commission has proposed in notice C366, dated 30 October 2020, the amendment of the volume of EU steel quotas accordingly.

Steel products of UK non-preferential origin released for free circulation in the EU, will be subject to EU steel quotas.

1. Country specific quotas

The UK will be given country specific quotas for the following product categories:

7 Non Alloy and Other Alloy Quarto Plates
10 Stainless Hot Rolled Quarto Plates
12 Non Alloy and Other Alloy Merchant Bars and Light Sections
14 Stainless Bars and Light Sections
15 Stainless Wire Rod
16 Non Alloy and Other Alloy Wire Rod
17 Angles, Shapes and Sections of Iron or Non Alloy Steel
18 Sheet Piling
19 Railway Material
20 Gas pipes
21 Hollow sections
22 Seamless Stainless Tubes and Pipes
24 Other Seamless Tubes
25B Large welded tubes
26 Other welded pipes
27 Non-alloy and other alloy cold finished bars

2. Quotas shared with ‘other countries’

The UK will share the quotas for ‘other countries’ for the following categories:

13 Rebars
25A Large welded tubes
28 Non Alloy Wire

If none of these quotas are applicable, 25% safeguard duty applies in the EU.

Any interested parties wishing to make submissions, request hearings or contest the Commission’s methodology, only have 5 days to do so. The template contained within notice C366 must be used for this purpose.

The list of developing countries subject to the current EU measures is also to be amended as follows:

  • China is to be included for product 22
  • Turkey is to be excluded for product 25A
  • United Arab Emirates is to be excluded for products 21 and 26
