Submitting an electronic administrative document or an electronic simplified administrative document for excise goods

  1. Guidance has been updated to include information about vaping products when submitting an electronic administrative document using the Excise Movement Control System.

  2. Both documents have been updated at 17f so it's clear that the net mass is the weight without packaging.

  3. Links to the Customs Office Reference Number (European Commission Website) for Northern Ireland and UK customs office codes for the Customs Declaration Service for Great Britain (England, Scotland and Wales) have been added.

  4. The Administrative Reference Code (ARC) must accompany the goods. The instruction that it has to ‘be visible on either a printed eAD, eSAD or any other commercial document’, has been removed.

  5. The D — Completion notes relating to Movement Type has been updated to include Export with customs declaration lodged in the United Kingdom.

  6. Guidance has been added about how to submit an electronic simplified administrative document.

  7. The guidance has changed because the Brexit transition period has ended.

  8. A new section 17.1.1 has been added with information about the 'Shipping Mark' field. Also information in section 18 'Document certificate' updated.

  9. Reference 16b, column E has been updated as the electronic administrative document must be completed by the declarant.

Details

If you’re a consignor and you send duty suspended excise goods using the Excise Movement Control System (EMCS), you’ll need to complete and submit a message known as an electronic administrative document (eAD) through EMCS before the movement takes place.

If you’re a certified or temporary certified consignor and you send duty paid excise goods from Northern Ireland to the EU using EMCS, you’ll need to complete and submit a message known as an electronic simplified administrative document (eSAD) through EMCS before the movement takes place.
