Heidi Alexander, the Secretary of State for Transport, has appointed Vernon Everitt CBE, Transport Commissioner for Greater Manchester, to lead an independent review into how government and strategic authorities can work together to strengthen the capacity and capability needed to deliver local transport ambitions, as part of the cross-government Rewiring the State programme.

This work will be undertaken in partnership with local leaders and their teams to better understand the different strengths, priorities and challenges of individual local areas. It will form part of a comprehensive offer of capability and capacity support from central government to strategic authorities and build on the capability and capacity funding uplift announced in the Budget. Vernon will work with local leaders to identify how the Department for Transport, its arm’s length bodies and wider government can best support strategic authorities to plan and deliver integrated transport systems and take on greater transport responsibilities.

The Everitt Review is part of the government’s wider work to devolve power, funding and accountability out of Whitehall and will consider the transport commitments set out in Rewiring the State, alongside capacity and capability priorities identified by mayors and local leaders. It will also consider how stronger partnerships between strategic authorities, national bodies and the private sector can support better transport outcomes for people and businesses and deliver growth in every local area.

The review is focused on the capacity and capability requirements for transport, in particular because of the key role the sector plays in supporting growth and connecting people to jobs, services and opportunities. Transport is a core function for strategic authorities, working alongside their constituent authorities, involving significant responsibilities across planning and delivering local transport services, overseeing substantial investment and drawing on a wide range of technical and delivery expertise. The Everitt Review will help ensure that transport investment best supports growth in every local area.
