The challenge and support programme was established by the Youth Taskforce in 2008 in response to growing concerns about anti-social behaviour amongst young people. For example, a report from the National Audit Office, published in 2006, estimated that responding to anti-social behaviour was costing government agencies around £3.4 billion every year.
At its core, the programme aimed to support services such as youth offending teams, community safety partnerships and children’s trusts in sharing information and coordinating services to stop anti-social behaviour and improve the lives of young people.
