An estimate of the cost of the additional or amended works and land included in the additional provision.
The form and content of the Estimate of Expense (EoE) is prescribed in the Standing Orders of the House of Lords and House of Commons. The EoE reports the cost of the works which are the subject of the additional or changed powers sought in the Additional Provision (AP). The Estimate of Expense does not report the savings arising from the omission of, or changes to, works in the Bill and therefore provides only a partial picture of the effect of AP1 on the overall cost of HS2 Crewe - Manchester. This is a consequence of the requirements of Standing Orders with which AP1 is required to comply.
All figures are at third quarter 2019 prices. The estimate includes contingency of 38% based on a mean value calculation from the Reference Class Forecasting approach. Reference Class Forecasting considers the historic outturn performance of a reference group of projects with similar characteristics to HS2 Crewe - Manchester, and assesses what contingency would need to be applied to the Project to achieve a predicted outturn cost in different scenarios when compared to the reference group.
