1. Action: final funding claim for 2021 to 2022

The final funding claim window opened at 9am on Monday 24 October 2022.

Please submit your final funding claim by 5pm on Thursday 27 October 2022. The claim form will be available on Submit Learner Data.

Your principal or delegated authority must sign your claim digitally on Manage your education and skills funding by 5pm on Tuesday 1 November 2022.

You will need to submit a claim if you receive funds through these contracts:

  • grant funded - ESFA funded adult education budget (AEB) (adult skills, community learning, 19 to 24 traineeships and national skills fund Level 3 adult offer)
  • grant funded - advanced learner loans bursary (ALLB)
  • 16 to 19 education

Once you have submitted your claim you will also be able to view it on the Manage your education and skills funding within fifteen minutes.

2. Reminder: autumn schools census 2022 closes 2 November 2022

The 2022 autumn school census date was Thursday, 6 October. The deadline for approved submissions is Wednesday, 2 November.

The school census data will be used to finalise funding allocations. It is important that you run and check your reports carefully to ensure the data submitted is correct. Submitting inaccurate data risks your funding allocation being lower than it should.

For academies with sixth forms, our post-16 interactive census tool will help you understand how your data is used to calculate your 16 to 19 funding, along with the post 16 funding reports in COLLECT.

For the 2022 to 2023 academic year the school census will be collecting data about all tuition provided through the national tutoring programme (NTP).

3. Information: schools supplementary grant revised methodology for ‘new and growing’ schools and school level allocations second payment 2022 to 2023

We have published the allocations for the second payment of the schools supplementary grant, to cover the period September 2022 to March 2023.

The schools supplementary grant allocates £1.2 billion to mainstream schools and academies in 2022 to 2023. The funding rates remain the same as in the first payment of the grant.

Local authorities will receive their second payment in October 2022, with academies receiving their second payment in November 2022. Schools which have opened in the past 7 years and are adding year groups will receive their next payment of the schools supplementary grant in February 2023, to allow for adjustments in line with actual pupil numbers recorded on the October 2022 census.

4. Information: National Tutoring Programme (NTP) conditions of grant for 2022 to 2023

We have now published the NTP grant funding conditions of grant for the 2022 to 2023 academic year.

5. Information: 16 to 19 and adult revenue funding allocations for 2022 to 2023

We have published the 16 to 19 revenue funding allocations for academic year 2022 to 2023 on GOV.UK.

The publication covers schools, academies and further education institutions funded by ESFA for 16 to 19 year olds and 19 to 25 year olds with an education, health and care (EHC) plan.

We have also published the adult, apprenticeship and traineeship funding allocations for academic year 2022 to 2023 for training providers.

The publication covers the funding values for colleges, training organisations and employers with an adult education budget, apprenticeship, advanced learner loan or traineeship contract for 2022 to 2023.

We publish both sets of allocations data annually in the interests of transparency.

6. Information: DfE Local Government Pension Scheme guarantee for academy trusts

We have published a parliamentary minute detailing the DfE Local Government Pension Scheme (LGPS) Guarantee.

DfE provides the Guarantee for LGPS cessation liabilities in the event of an academy trust closure. By providing the Guarantee, we expect that administering authorities (LGPS pensions funds) will treat academies at the same risk level as local authority maintained schools. This will ensure that there is no significant divergence in employer contribution rates or deficit recovery periods from maintained school.

There is no end date for the Guarantee, but we will assess it at regular intervals to determine it remains affordable and to review the set annual ceiling limit.

From April 2021, the set annual limit is £20 million per annum.

7. Information: provider data self-assessment toolkit (PDSAT)

For the 2022 to 2023 funding year, we expect to release the online version of PDSAT next month.

We have published a PDSAT online update with more information on GOV.UK. This contains information on the opportunity for providers to pre-register in advance of release, enabling them to access PDSAT online as soon as it is available.

The pre-registration period for providers is now open and will be available for two weeks. Providers will be able to pre-register by completing our online this form. by clicking here.

We will be releasing a similar pre-registration phase for non-providers (auditors, consultants, MCA’s etc) next week.

8. Information: view my financial insights (VMFI) has been updated

The View my financial insights tool (VMFI) has been updated with the latest data from the Budget Forecast Return 2022 (BFR).

You can log in to view the refreshed metrics and download your updated Summary of Finances.

As well as financial insights, VMFI displays a trajectory of trust balances, variance analysis between what was forecasted and what was spent and key budget forecast metrics.
