1. Action: coronavirus (COVID-19) 16 to 19 tuition fund 2022 to 2023 claim form

The coronavirus (COVID-19) 16 to 19 tuition fund 2022 to 2023 opt in/out digital form is now live.

The deadline for your submission is 11:59pm on 21 October 2022.

2. Action: submit your final ILR data return for 2021 to 2022 (R14)

The deadline to submit your ILR and EAS data for 2021 to 2022 (R14) is 6pm on 20 October 2022. We recommend you submit your final 2021 to 2022 data early as possible to ensure it is timely and accurate. 2021 to 2022 data cannot be updated or amended after R14 has closed.

Please check your ILR data reports immediately after uploading to identify any issues. We have published articles relating to the most common issues and errors on the ESFA Help Centre.

Where there are more complex issues, please contact the Customer Service team for support using the enquiry form. Some issues may take some time to resolve, and it may not be possible to clear those raised very close to the deadline, so we strongly recommend that you take prompt action.

3. Reminder: DfE consultation closing date extended

Since July, the DfE have been consulting on proposals for a reformed FE funding and accountability system. This was due to close on 21 September 2022, but after taking into account feedback from some stakeholders we have decided to extend the closing date to today, 12 October 2022.

4. Information: provider data self-assessment toolkit (PDSAT) online

In last week’s Update, we announced that for the 2022 to 2023 funding year, we will be releasing an online version of PDSAT. We expect this to be available in November 2022.

To access PDSAT online all users will need their own login as it will not be linked to a provider’s IDAMs account. To ensure that users can access PDSAT online as soon as it is available, we will open a pre-registration period later this month. In the first instance, pre-registration will be open to providers only.

To prepare for the pre-registration phase, providers should:

  • identify one member of staff to be their primary user
  • ensure the primary user completes the pre-registration form, which will be made available
  • ensure the primary user will be responsible for managing access for other users within their registered organisation once PDSAT goes live

Later this week, on the PDSAT page of GOV.UK, we will publish the first of regular updates with more information.

5. Information: ESFA adult education (AEB) funding and performance management rules 2022 to 2023

We have now published version 2 of the AEB funding rules which includes the performance management section.

Section 4 includes rules for all AEB allocation lines, including 19 to 24 traineeships and ESFA-funded level 3 free courses for jobs offer. We have included a full breakdown of the changes on the What’s New page of the rules.

6. Information: apprenticeship funding rules 2022 to 2023, version 2

We have issued version 2 of the apprenticeship funding rules for 2022 to 2023 . This is to reflect the funding rules for prisoner apprenticeships and to clarify the circumstances under which asylum seekers are eligible for apprenticeship funding.

7. Information: new guidance on apprenticeship off-the-job training

We have updated the off-the-job training guide for apprenticeships.

This new guide, and other off-the-job training support materials, can be found on GOV.UK.

8. Information: final list of declared subcontractors (LoDs) for academic year 2021 to 2022

We have published the final list of declared subcontractors (LoDs) for academic year 2021 to 2022 that hold contracts worth at least £100,000 in aggregate with one or more ESFA-funded post-16 education and training programmes for the period 1 August 2021 to 31 July 2022, including:

  • AEB
  • traineeships
  • apprenticeships
  • ESF
  • 16 to 19 programmes

9. Information: FE governor recruitment service

Where they are in particular need of assistance to fill a key governor role or role, FE college governing boards can now access free support through our new FE governor recruitment service.

Access to the service is via a referral from DfE, and priority will be given to cases and roles where assistance is considered key to strengthening governance in a college. The criteria for prioritising cases, and details about how to apply are available.

10. Information: calling all FE teachers and leaders, DfE want to hear your views

The Department for Education is issuing an open invitation to leaders and teachers from colleges that teach 16 to 19 year olds, to join the School and College Panel survey

The panel exists to ensure DfE can gain an accurate understanding of the experience of colleges and their staff on a broad range of educational issues such as: Covid-19 recovery, teacher workload, cost of living and mental health and wellbeing.

The panel is intended for rapid and robust gathering of insight, with online surveys released once or twice a term.

Recognising the busy working lives of leaders and teachers, the surveys are designed to be quick and easy to answer, lasting between 4 to 7 minutes.

Janet Gardener, Principal and CEO of Waltham Forest College, has contributed to the survey for around a year and confirms that the School and College Panel is a “valuable tool to ensure the FE sector’s voice is heard and helps to inform future policy”.

11. Information: IfATE’s revisions status report for October 2022

The Institute for Apprenticeships and Technical Education (IfATE) has published its latest revisions standards report.

The revisions status report:

  • shows apprenticeships that are being revised
  • provides a brief overview of the revisions planned for each apprenticeship
  • states the stage that each revision has reached.

ESFA are proud to support this year’s Charity Fraud Awareness Week which runs from 17 to 21 October 2022.

Now in its seventh year, Charity Fraud Awareness Week is an award-winning campaign, run by a partnership of charities, regulators, representatives, umbrella bodies and other not-for-profit stakeholders, across the world.

Its aim is to bring together the third sector to share knowledge, expertise, and good practice in fraud prevention, at a time when many in the sector continue to remain susceptible to fraud and cybercrime.
