The table in this document shows anticipated local authority (LA) payment values for year 1 (2025 to 2026) under Extended Producer Responsibility (EPR) for packaging.
These payment values were included in the Notice of Assessment letters sent to LAs in July 2025.

Funding guarantees and top-ups
In provisional Notice of Assessment letters issued to LAs in England in November 2024, the UK Government confirmed a guaranteed minimum level of funding LAs in England would receive for the 2025 to 2026 financial year under the EPR for packaging scheme. This guaranteed amount was based on estimates of what your LA would be entitled to receive.
If your anticipated total EPR for packaging payment is now less than the guaranteed amount, you will receive an in-year top-up payment from the Ministry of Housing, Communities and Local Government (MHCLG).
If top-up payments are required, MHCLG intends to issue them to LAs in England via unringfenced Section 31 grants in March 2026. These payments will be calculated using data collected through PackUK and will reflect the government’s funding guarantee. If a top-up is necessary, MHCLG will carry out a reconciliation process in the usual way. Further details will be provided at the time of payment.
If your anticipated total EPR for packaging payment now exceeds the amount stated in your November 2024 provisional Notice of Assessment, the additional funding is not guaranteed. It will depend on whether sufficient funds are recovered from producers by PackUK.
