The Environment Agency is applying to the Secretary of State for Environment, Food and Rural Affairs. The application is for a licence to impound the River Yarrow at Eccleston, Lancashire, at National Grid Reference SD 52200 18073.
The Environment Agency is giving notice of this application (in accordance with Section 37 of the Water Resources Act 1991 and Paragraph 2 of Schedule 2 of the Water Resources (Abstraction and Impounding) Regulations 2006).
Further details of the proposal are;
The licensing of a new 535 metre long and 4.5 metre high earthwork dam including a twin gated culvert spanning the River Yarrow. The dam will not hold back water during low flows but during high flows the structure is designed to restrict downstream flow to reduce the risk of flooding. The dam will hold back a maximum volume of 1.3 million cubic metres of water.

The licence shall be viewed as granted, unless the Secretary of State, either as a result of any representations made about the proposal or otherwise, instructs or asks for an application to be made to them.
