The Airports National Policy Statement (ANPS) provides the primary basis for decision making on development consent applications for a third runway at Heathrow Airport.

On 22 October 2025, the Transport Secretary commenced the review of the ANPS to reflect important changes that have occurred since the ANPS was designated in 2018.

The statement of approach sets out the way in which ministers and officials at the Department for Transport will engage with stakeholders, including scheme promoters, during the ANPS review process.
