This report provides the second cost optimal assessment of energy performance requirements for the United Kingdom as required by the European Energy Performance of Buildings Directive.

Cost optimal is the best level of energy performance that can be achieved whilst remaining cost effective over the lifetime of a new building or improvement measure to an existing building.
