This report provides the NHSPRB’s observations on the barriers and enablers, within the Agenda for Change pay system, for delivering healthcare every day of the week in a financially stable way. The Review Body was asked to make observations on affordable ‘out of hours’ working arrangements and any transitional arrangements. The remit was for England, Wales and Northern Ireland.
