This explanatory memorandum is about a European Commission proposal for a Council regulation amending regulation 389/2012 as regards the exchange of information maintained in the electronic registers concerning economic operators who move excise goods between Member States for commercial purposes.

It was submitted by Victoria Atkins MP, Financial Secretary to the Treasury, HM Treasury.
