This guidance is for:

  • local authorities

  • public sector early years settings

The Department for Education (DfE) will provide £40 million of funding to support public sector early years settings with increased National Insurance contributions (NICs) costs and additional teachers’ pay award costs for 2025 to 2026.

We have published a methodology document detailing how we will allocate this funding to local authorities and how we expect local authorities to allocate this funding to eligible early years settings, as well as funding rates per part-time equivalent (PTE) per entitlement for each local authority, in table format.

We have also published a conditions of grant document outlining the terms under which the grant is payable.

Local authority allocations of the Early years National Insurance contributions and teachers’ pay grant (EY NTPG) have now been published with payment to be made in September 2025.
