Draft TUPE Regulations 2013, which implements changes to make the legal framework for transfers of staff less burdensome.
We want to improve the Transfer of Undertakings (Protection of Employment) (TUPE) Regulations so they do not reduce the flexibility, effectiveness or fairness of the labour market. The government response to the TUPE consultation, published on 5 September 2013, outlines a package of amendments that will improve how the TUPE Regulations work.
These are draft Regulations that need to be finalised and agreed with Ministers.
We intend to lay the Regulations before Parliament in December 2013, and plan for them to come into force in January 2014.
