Before new statutory guidance on the Housing Health and Safety Rating System (HHSRS) can be published, it must lie before both Houses of Parliament for a period of 40 sitting days, during which time either House may resolve that the guidance be withdrawn. As such, this draft statutory guidance was presented to Parliament pursuant to section 9 of the Housing Act 2004 on 23 March 2026. As this guidance is in draft, it does not replace the HHSRS enforcement guidance and the HHSRS operating guidance.
