General Condition H6.2 Notice

The Office of Qualifications and Examinations Regulation (Ofqual) has statutory objectives under the Apprenticeships, Skills, Children and Learning Act 2009 (ASCLA) which include objectives to secure the standards of regulated qualifications, to promote public confidence in regulated qualifications and to secure that regulated qualifications are provided efficiently. Ofqual does this by imposing General Conditions of Recognition with which all awarding organisations must comply.

  2. 2. This is a Notice issued by Ofqual under General Condition H6.2. It sets out requirements and reasons following consideration of BIIAB representations dated 9 September 2025. In summary, Ofqual has issued the requirements proposed on 2 September 2025 with one amendment as detailed in the accompanying letter.

Requirements

  1. 3. Condition H6.2 requires an awarding organisation to comply with any notice issued by Ofqual under that Condition requiring it to refrain from issuing results for a qualification(s) (a) until such date as Ofqual might specify; and (b) until it has complied with such requirements as Ofqual might specify.

  2. 4. Ofqual issues a Notice under General Condition H6.2 as follows:

    1. a. BIIAB must refrain from issuing results for each Cohort of Learners in each assessment series until it has completed and internally reviewed a cohort assurance pro-forma, in respect of the following BIIAB qualifications:

      1. i. BIIAB Level 2 Award for Door Supervisors in the Private Security Industry

      2. ii. BIIAB Level 2 Award for Door Supervisors in the Private Security Industry (Refresher)

      3. iii. BIIAB Level 2 Award for Security Officers in the Private Security Industry

    2. b. The pro-forma must record how BIIAB has assured itself that:

      1. i. each Learner completed the assessment under the required conditions;

      2. ii. the assessment evidence submitted by the Learner has been authenticated as their own work;

      3. iii. where invigilation was undertaken by a Centre, that Centre has complied with BIIAB’s requirements; and

      4. iv. the assessment itself was delivered in accordance with BIIAB’s requirements.

    3. c. The pro-forma must include, as a minimum, the following details:

      1. i. Date pro-forma completed;

      2. ii. assessment date;

      3. iii. Centre name and Centre approval date;

      4. iv. qualification title;

      5. v. number of learners in the cohort;

      6. vi. whether invigilation was undertaken by the Centre or another body;

      7. vii. invigilator reference number(s);

      8. viii. Centre risk rating (if applicable);

      9. xi. date and type of latest external quality assurance of the Centre;

      10. x. date of the latest unannounced visit to the Centre;

      11. xi. whether BIIAB has any outstanding improvement points, malpractice or maladministration cases open for the Centre.

  3. 5. BIIAB is required to document and retain all information pertaining to the requirements imposed by this Notice for a period of 3 years.
