Direction issued to BIIAB Qualifications Limited (accessible)

On 2 July 2026, Ofqual issued a Direction to BIIAB Qualifications Limited (“BIIAB”) under section 151 of the Apprenticeships, Skills, Children and Learning Act 2009. 

The Direction places restrictions on BIIAB’s ability to register new learners for a number of specified qualifications relating to the private security industry. Learners who registered on these specific courses on or before 2 July can continue to complete these qualifications. We have directed BIIAB to put additional assurance measures in place to support the validity of results and qualifications for these learners. If you are affected you will be contacted by BIIAB.  

The Direction follows serious concerns regarding BIIAB’s arrangements for ensuring the validity of qualifications and compliance with its Conditions of Recognition. 

The restrictions will remain in place until BIIAB demonstrates to Ofqual’s satisfaction that it has taken appropriate steps to secure sustainable compliance with its regulatory obligations. 

Ofqual has been closely monitoring these qualifications for some time and this Direction builds on earlier regulatory controls put in place by Ofqual in September 2025. Since that time, BIIAB has been required to undertake additional assurance checks before issuing results for the relevant qualifications. These arrangements have remained in place while Ofqual continued to assess concerns relating to the delivery of those qualifications. 

Ofqual continues to work closely with other relevant regulators and stakeholders, including the Security Industry Authority, in relation to these matters.
