NHS Resolution – non-executive director 

The appointment of Charlotte Moar as a non-executive director and Audit and Risk Committee (ARC) chair of NHS Resolution has been extended from 1 December 2023 to 31 March 2024, or until a new ARC chair is appointed. 

The appointment will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the non-executive director role and chair of the Audit and Risk Committee will continue at a rate of £13,137 per year. 

This appointment was made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments. 

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Charlotte Moar has not declared any political activity.

NHS Pay Review Body – interim chair

Stephen Boyle, currently a serving member of the NHS Pay Review Body has been appointed as interim chair of the NHS Pay Review Body from 1 December 2023 to 31 July 2024 or until a substantive chair has been appointed, whichever is sooner.

The appointment will involve a time commitment of around 15 days per year and remuneration for the role will be £350 per day.

In line with the Governance Code on Public Appointments, DHSC consulted the Commissioner for Public Appointments on this interim appointment. The commissioner was content.

The appointment was made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Stephen Boyle has not declared any political activity.

Human Tissue Authority (HTA) – members

Mhairi Anderson, David Lock KC and Jessica Watts have been appointed as members of the Human Tissue Authority for 3 years from 1 December 2023.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.  

The appointments are made on merit and political activity played no part in the decision process. NHS Pay Review Body – chair and member

The appointment terms of Philippa Hird as chair and Patricia Gordon as a member of the NHS Pay Review Body have been extended until 30 November 2023.

The chair appointment will continue to involve a time commitment of 15 days per year. Remuneration for the role will be at a rate of £350 per day.

The member appointment will continue to involve a time commitment of 15 days per year. Remuneration for the role will be at a rate of £300 per day.

Department of Health and Social Care – interim lead non-executive director

Following Baroness Kate Lampard standing down as lead non-executive director (NED) of the Department of Health and Social Care (DHSC), Samantha Jones, a serving DHSC NED, has been appointed as interim lead NED from 29 September 2023 until 31 December 2023, or until a new lead NED is appointed, whichever is sooner. 

The role is remunerated at a rate of £20,000 per year for a time commitment of 2 to 3 days per month. 

Departmental NEDs are public appointments regulated by the Commissioner for Public Appointments. 

In accordance with the Code of Governance for Public Appointments, there is a requirement for appointees’ political activity (if any declared) to be made public. Samantha has not declared any political activity.

September 2023

NHS England – non-executive directors

Jeremy Townsend has been re-appointed as a non-executive director and chair of the Audit and Risk Assurance Committee from 1 October 2023, and Michael Coupe as a non-executive director from 1 January 2024 to NHS England; both appointments are for 3 years.

Sir David Behan’s term of appointment as a non-executive director of NHS England has been extended from 1 January 2024 until 31 August 2024.

All the appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the non-executive director roles will be at a rate of £7,883 per year. Jeremy Townsend will continue to receive £13,137 per year as non-executive director and chair of the Audit and Risk Assurance Committee.

In line with the Governance Code on public appointments, the department consulted the Commissioner for Public Appointments on the extension of Sir David Behan’s appointment term. The commissioner was content.

These roles will continue to involve a time commitment of 1 to 2 days per month, and remuneration at £300 per day.

Health Services Safety Investigations Body – non-executive directors

Michael Durkin and Marc Esmiley have been appointed as non-executive directors for 2 years; Mary Cunneen and Marisa Logan-Ward have been appointed as non-executive directors for 3 years; and Peter Schild has been appointed as a non-executive director and chair of the Audit and Risk Assurance Committee for 3 years to the Health Services Safety Investigations Body from 1 October 2023.

Before this, all appointees will start in their roles from 1 September 2023 in a designate capacity until the new body is formally established from October 2023.

The non-executive director appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year.

The non-executive director who will also chair the Audit and Risk Assurance Committee will receive a remuneration of £13,137 per year.

British Pharmacopoeia Commission (BPC) – members

Mr Robert Lowe and Professor Monique Simmonds have been appointed as members of the BPC. Mr Lowe for a further 4 years from 1 January 2024 and Professor Simmonds for a further 2 years from 1 January 2024.

The appointments will continue to involve a time commitment of 3 meetings per year. Remuneration for the roles will be at a rate of £325 per meeting.

Mark Rolfe has been appointed as interim deputy chair of the Food Standards Agency from 1 July 2023 to 31 December 2023 or until we recruit the new deputy chair, whichever is sooner.

The appointment will involve a time commitment of 35 days per annum. Remuneration for the role will be at a rate of £14,000 per annum.

Medicines and Healthcare products Regulatory Agency (MHRA) – interim co-chairs

Amanda Calvert, Graham Cooke and Michael Whitehouse have been appointed as interim co-chairs of the Medicines and Healthcare products Regulatory Agency (MHRA) from 12 July 2023 and until we recruit a new chair of the MHRA.

The chair appointment involves a time commitment of around 3 days per week, for a remuneration of £63,000 per year. The time commitment and remuneration will be split across the interim 3 co-chairs.

The appointments of Professor Simon Brake, Luke March, Rajesh Khanna, Rohan Sivanandan and Suzy Walton as members of the Independent Reconfiguration Panel were extended for 1 year from 1 June 2023 to 31 May 2024.

In addition, Tansi Harper and Graham Jagger have been re-appointed as members of the Independent Reconfiguration Panel for 3 years from 1 October 2023 to 30 September 2026.

These roles will continue to involve a time commitment of 1 to 2 days per month, and remuneration at £300 per day.

John Matheson has been appointed as a member of the Review Body on Doctors’ and Dentists’ Remuneration for a further 12 months, from 1 September 2023.

The appointment will continue to involve a time commitment of approximately 15 meetings per year. Remuneration for the role will be at a rate of £300 per day for the preparation and attendance at meetings.

Professor David Croisdale-Appleby has been appointed as chair of the Healthwatch England Committee and non-executive director of the Care Quality Commission (CQC) for 3 years from 1 June 2023.

Christine Asbury, Mark Chakravarty and Ali Hasan have been appointed as non-executive directors of CQC for 3 years, from 1 June 2023.

Amanda Calvert has been re-appointed as a non-executive director of the Medicines and Healthcare products Regulatory Agency (MHRA) for 2 years from 1 September 2023 until 31 August 2025.

The time commitment for the role of interim HWE chair will continue to be approximately one day per week. Remuneration for the combined roles of interim HWE chair and Care Quality Commission non-executive member will continue to be £15,000 per year.
