Commission on Human Medicines (CHM) Commissioners

Dr Jamie Fraser, Professor Jonathan Friedland, Professor Martin Gore, Professor Malcolm Macleod, Dr Rebecca Mann and Professor Shirley Price have been re-appointed as Commissioners of the Commission for Human Medicines for 4 years from 1 April 2018.

The appointments will continue to involve a time commitment of approximately 22 days per year, including 11 meetings. Remuneration for the roles will be at the standard rate of £325 per day.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Dr Jamie Fraser, Professor Jonathan Friedland, Professor Martin Gore, Dr Rebecca Mann and Professor Shirley Price have not declared any political activity.

Professor Malcolm Macleod has declared political activity, and has canvassed or helped at elections for Labour.

NHS Resolution non-executive director re-appointment

Professor Keith Edmonds has been re-appointed as a non-executive director of NHS Resolution for 2 years from 1 April 2018.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Professor Edmonds has not declared any political activity.

Human Tissue Authority (HTA) – chair

Nicola Blackwood has been appointed as the new Chair of the Human Tissue Authority for 3 years from 13 March 2018.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £42,000 per annum.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Ms Blackwood has held office for the Conservative party.

Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) – members

Carol Beevers and Stephen Dean have been re-appointed as members of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) for 3 years from 1 April 2018.

David Kirkland and Gareth Jenkins have been extended as members for a further 12 months from 1 April 2018.

The appointments will continue to involve a time commitment of around 3 meetings or days per year. Members are not remunerated.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

NHS Improvement non-executive director appointments

The following non-executive directors of NHS Improvement have had their appointments extended to 30 June 2018:

  • Lord Patrick Carter – from 11 December 2017
  • Sigurd Reinton – from 1 January 2018

These appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will continue to be at a rate of £7,883 per year.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Lord Patrick Carter is a Labour Peer. If an individual has made a donation to a political party which amounts to more than £7,500 a year we are required as part of the code to declare it. Lord Carter has made a donation of £20,000 to the Labour Party in one of the last 5 years. Sigurd has not declared any political activity.

Committee on Carcinogenicity of Chemicals in Food, Consumer Products and the Environment (COC) – members

Professor Neil Pearce, Professor Heather Wallace and Dr Lesley Rushton OBE have been reappointed as members from 1 April 2018 for 3 years. Christopher Powell has been re-appointed from 1 April 2018 for 1 year.

The role will normally involve a time commitment of 3 meetings per year and this role is not remunerated. Expenses will be paid in line with DHSC policy.

New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG) – interim chair & members

Andrew Hayward, Wei Shen Lim, Peter Openshaw, Peter Horby, Neil Ferguson, Malcolm Semple and John Edmunds have been re-appointed as members from 1 January 2018 for 3 years.

Peter Openshaw has also been appointed as interim chair from 1 December 2017.

The roles will normally involve a time commitment of up to 3 days per year and there is no remuneration for these posts. Expenses will be paid in line with DHSC policy.

Advisory Committee on Borderline Substances (ACBS) – members

Evelyn Ward and Isabelle Brady have been appointed as members from 1 February 2018 for 3 years.

Emily Walters, Stuart Lakin, Stephen Lewis and Emma Emmerson have been re-appointed as members from 1 March 2018 for 3 years.

The role will normally involve a time commitment of up to 9 days per year and there is no remuneration for this post. Expenses will be paid in line with DHSC policy.

UK National Screening Service Committee (UK NSC) – members

Claire Bailey and Anne-Marie Slowther have been appointed as members from 1 January 2018 for 3 years.

The role will normally involve a time commitment of up to 3 days per year. There is no remuneration for this post and expenses will be paid in line with DHSC policy.

Care Quality Commission – non-executive directors

The following people have been appointed as non-executive directors of the Care Quality Commission (CQC):

  • Sir John Oldham – from 1 January 2018 to 31 July 2020
  • Liz Sayce – from 1 January 2018 to 31 July 2020
  • Mark Saxton – from 1 March 2018 to 31 July 2020

These appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum.

Mark Ellerby has been re-appointed as a non-executive director of the NHS Business Services Authority for 3 years from 1 April 2018.

National Institute for Health and Care Excellence – Non-Executive Director

Professor Timothy Irish has been re-appointed as a non-executive director of the National Institute for Health and Care Excellence for 3 years from 1 April 2018.

The appointment will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the role will continue to be at a rate of £7,883 per annum.

Professor George Griffin and Ms Poppy Jaman have been re-appointed as non-executive members of Public Health England from 1 November 2017 until 31 March 2020.

The re-appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments.

Health Research Authority appointments

The following people have been re-appointed to the Health Research Authority:

  • Professor Jonathan Montgomery, as Chair – from 11 June 2018 for 2 years
  • Graham Clarke, as Non-Executive Director – from 1 January 2018 for 3 years
  • Dr Allison Jeynes-Ellis, as Non-Executive Director – from 1 January 2018 for 1 year

Professor Montgomery will continue to be remunerated at a rate of £45,000 per annum for a time commitment of 2 days per week. Graham Clarke will continue to be remunerated at a rate of £13,137 per annum to reflect his role as Chair of the Audit and Risk Committee. Dr Jeynes-Ellis will continue to be remunerated at a rate of £7,883 per annum. The time commitment for both will continue to involve 2 to 3 days per month.

Prescribed Specialised Services Advisory Group (PSSAG) – member

Amit Bhagwat has been appointed as a member from 1 December 2017 for 3 years. The role will normally involve a time commitment of up to 4 days per year with a fee of £150 per meeting. Expenses will be paid in line with DH policy.

Advisory Committee on the Safety on Blood, Tissues and Organs (SaBTO) – members

Gill Hollis has been reappointed as a member from 1 December 2017 for 3 years. Susan Brailsford, Akila Chadrasekar, Lynn Manson, Rachel Hilton and Stephen Thomas have been reappointed from 24 November 2017 for 3 years. The role will normally involve a time commitment of up to 10 days per year. There is no remuneration for this post and expenses are paid in line with DH policy

Committee on the Medical Aspects of Radiation in the Environment (COMARE) – members

Professor Brenda Howard has been reappointed as a member from 1 December 2017 for 2 years and 4 months. Professor John Harrison has been reappointed as a member from 1 November 2017 for 3 years.

The role will normally involve a time commitment of up to 4 days per year. There is no remuneration for this post and expenses will be paid in line with DH policy.

Advisory Committee on the Safety of Blood, Tissue and Organs (SaBTO) – member

NHS Improvement Chair

Baroness Dido Harding has been appointed as Chair of NHS Improvement for 4 years from 30 October 2017.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £63,000 per annum.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the commissioner for public appointments.

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Baroness Harding has taken the Conservative Whip in the House of Lords since taking her seat in 2014. She is also married to John Penrose, Conservative MP for Weston Super Mare.

Committee on carcinogenicity of chemicals in food, consumer products and the environment (COC) – member re-appointments

Dr Rosemary Waring, Mr Derek Bodey, Dr John Doe, Dr Gill Clare and Professor Raymond Kemp have been re-appointed as members from 1 June 2016 until 31 March 2019. Dr Saman Warnakulasuriya has been re-appointed as a member from 1 December 2016 until 31 March 2019. The roles will continue to involve a time commitment of up to 3 meetings per year. There is no remuneration for these posts.

NHS Improvement Chair

Baroness Dido Harding is the government’s preferred candidate to be the next Chair of NHS Improvement.

This appointment is subject to pre-appointment scrutiny by the health select committee. We will be inviting the committee to hold a hearing as soon as parliamentary time allows.

The appointment process has been managed in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the commissioner for public appointments.

I am pleased to announce Baroness Harding as our preferred candidate as the new chair of NHS Improvement. As a high-calibre and proven leader with a strong commitment to the sector, she brings a hugely valuable breadth of experience and insight.

Joint committee on vaccination and immunisation (JCVI) – chair and member re-appointments

The Chair, Professor Andrew Pollard, has been re-appointed from 1 October 2016 for 3 years. The role involves a time commitment of 9 to 12 days per year.

Dr Andrew Riordan and Professor Claire-Anne Siegrist have been re-appointed as members from 1 October 2016 for 2 years.

Dr Peter Elton, Ms Alison Lawrence, Professor Robert Read and Professor Anthony Scott have been re-appointed as members from 1 October 2016 for 3 years.

Fiona Van der Klis, Adam Finn and Anthony Harden have been reappointed as members from 27 October 2017 for 3 years and Matt Keeling has been reappointed as a member from 1 May 2017 for 3 years.

The member roles involve a time commitment of 6 to 8 days per year. There is no remuneration for these posts. Expenses are paid in line with Department of Health policy.

New and emerging respiratory virus threats advisory group (NERVTAG) – chair and member re-appointments

Matthew Donati and Benjamin Killingley were re-appointed as members from 10 October 2016 for 2 years. Wendy Barclay and Jim McMenamin were reappointed as members from 10 October 2016 for 3 years.

Committee on the medical effects of air pollutants (COMEAP) – member

Advisory Committee on Dangerous Pathogens – members

The following people have been reappointed as members of the Advisory Committee on Dangerous Pathogens (ACDP) from 1 October 2017:

NHS Counter Fraud Authority - interim chair and non-executive director

Simon Hughes has been appointed as interim chair and David Rawsthorn as interim non-executive director of the NHS Counter Fraud Authority (NHSCFA). The non-executive director will also chair the Audit and Risk Committee (ARC). Both appointments will commence on 1 November 2017 for up to one year or until a substantive appointment to the role is made, whichever is the earliest.

The appointments involve a time commitment of 2 to 3 days per month. The chair will be remunerated at a rate of £14,450 per annum and the non-executive director will be remunerated at the standard rate of £13,137 per annum.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Food Standards Agency - deputy chair and members

Laura Sandys has been appointed as deputy chair and Mary Quicke and Stuart Reid as non-executive members of the Food Standards Agency (FSA) for 3 years from 1 September 2017.

The appointments will involve a time commitment of 44 days per annum for the deputy chair and approximately 30 days per annum for the non-executive members, with remuneration of £17,474 for the deputy chair and £10,772 for the non-executive board members.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

The appointments are made on merit and political activity played no part in the decision process. Laura Sandys has declared political activity by holding office with the Conservative Party within the past 5 years. She stood down as MP for South Thanet at the general election in 2015.

Advisory Committee on Dangerous Pathogens (ACDP) - chair and member appointments

Professor Thomas Evans has been appointed as chair for 3 years from 1 July 2016. The role will involve a time commitment of 5 days per year.

There is no remuneration for this post. However, expenses will be paid in line with DH policy.

The following members have been re-appointed to the ACDP:

Advisory Committee on Antimicrobial Prescribing Resistance and Healthcare Associated Infection (APRHAI) - member re-appointments

The following members have been re-appointed to the ARHAI:

  • Professor Mark Wilcox from 1 June 2016 for 1 year
  • Professor Alan Johnson from 21 July 2016 for 2 years
  • Professor Alastair Hay from 1 September 2016 for 2 years
  • Dr Kieran Hand from 1 September 2016 for 3 years

UK National Screening Committee (UK NSC) - chair and member appointments

Professor Robert Steele has been appointed as chair for 4 years from 6 June 2016. The role will involve a time commitment of up to 10 days per year.

The following members have been appointed:

  • Ms Hilary Goodman for 4 years from 5 February 2016
  • Professor Christopher Hyde for 4 years from 1 June 2016
  • Ms Eleanor Cozens for 4 years from 1 June 2016

Advisory Committee on the Safety of Blood, Tissues and Organs (SaBTO) - members

Professor Alison Murdoch has been reappointed as a member from 16 January 2017 for 2 years and Professor William Irving has been appointed as a member from 16 January 2017 for 3 years.

James Powell has been re-appointed as a member of the SaBTO from 24 May 2016 for 3 years.

The roles will normally involve a time commitment of up to 8 days per year. There is no remuneration for this post and expenses will be paid in line with DH/PHE policy.

National Information Board (NIB) - members

The following member appointments have been extended, from 31 March 2017 for 6 months:

Office for Strategic Coordination of Health Research (OSCHR) - independent member

Professor Jeremy Farrar has been reappointed as an independent member from 1 April 2017 for 3 years. The role will normally involve a time commitment of up to 5 days per year. There is no remuneration for this post and expenses will be paid in line with DH policy.

Scientific Advisory Committee on Nutrition (SACN) - members

Professor Peter Aggett has been reappointed as a member from 1 August 2017 for 2 years and Professor Harry McArdle and Professor Susan Lanham-New have been reappointed from 1 November 2017 for 2 years.

The role will normally involve a time commitment of up to 10 days per year and will receive a fee of £160 per day. Expenses will be paid in line with PHE policy.

Committee on the Medical Aspects of Radiation in the Environment (COMARE) - members

Human Fertilisation and Embryology Authority (HFEA)

Anthony Rutherford, Kate Brian, Margaret Gilmore, Yacoub Khalaf and Anita Bharacha have been re-appointed as members of the Human Fertilisation and Embryology Authority, each for a second term of 3 years. Anthony and Kate’s second terms will start from 12 November 2017, and Margaret, Yacoub and Anita’s from 1 April 2018. Margaret is also deputy chair and Anita is chair of the Audit and Governance Committee.

The re-appointments will involve a time commitment of 3 days per month. Remuneration for the member roles will be at the following rates per annum:

  • member roles: £7,883
  • deputy chair: £8,630
  • Audit and Governance Committee chair: £13,137

Review Body on Doctors’ and Dentists’ Remuneration members

Jane Williams and John Matheson have been appointed as members of the review body on doctors’ and dentists’ remuneration; each for 3 years from 1 September 2017.

The appointments will involve a time commitment of 15 meetings per year. Remuneration for the role will be at a rate of £300 for preparation and attendance at meetings.

NHS Improvement interim Chair

Richard Douglas has been appointed as interim Chair of NHS Improvement with effect from 21 July 2017. The appointment will be until 31 December 2017 or until a new chair is appointed, whichever is sooner.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of the code is carried out by the Commissioner for Public Appointments.

As Ed Smith, the current chair of NHS Improvement ends his term of office with effect from 20 July 2017, and as the recruitment process for a new chair is ongoing, an interim chair needed to be appointed. The Department of Health consulted with the Commissioner for Public Appointments on the interim appointment.

The Chair of NHS Improvement is legally appointed as both the Chair of Monitor and Chair of the NHS Trust Development Authority. The time commitment and remuneration for both roles will be at a rate of £63,000 per annum for 2 to 3 days per week.

Professor Helga Drummond and Dr Andrew Povey have been appointed as members of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) for 3 years from 1 January 2017.

Philippa Hird has been appointed as chair of the NHS Pay Review Body for 3 years from 1 April 2017.
