This review looks at how behavioural insight is used in the design of alternatives to regulation and how this can improve compliance and participation.

The evidence was varied and diverse, but some key levers that could be used to increase the success of a policy initiative included:

  • engaging potential users
  • implicit threat to legislative or reputational incentives
  • peer pressure
