Local skills improvement plans and designated employer representative bodies

Local Skills Improvement Plans (LSIPs) unite employers, Strategic Authorities, higher education, further education and Independent Training Providers and wider stakeholders in solving skills challenges together.
Each LSIP is led by a designated Employer Representative Body (ERB). Information about the ERBs (and dates of designation) and links to the current LSIPs (published summer 2023) and Annual Progress Reports (published in 2024 and 2025) for each area of the country are available below.
Employers, higher education, further education and Independent Training Providers, and any other stakeholders with an interest in skills are encouraged to make contact with the designated ERB that is responsible for the local plan.

LSIP transitional areas
Ahead of the development of the new round of LSIPs (that began in October 2025), the LSIP specified areas (geographies) were reviewed to ensure alignment with Strategic Authority boundaries, where possible. This was to help facilitate the policy intent in the English Devolution White Paper of joint ownership of the LSIP model between ERBs and Strategic Authorities, in areas with devolution. Where an LSIP specified area has changed, the designated ERB listed below will remain designated to lead the implementation and review of the existing LSIP until a new LSIP(s) covering the area is published in Summer 2026.

For the purposes of the LSIPs programme and this page, the term Strategic Authority is used to mean mayoral and non-mayoral combined authorities, combined county authorities, and the Greater London Authority. It also includes those single Local Authority areas that have adult skills functions conferred on them by regulations made under the Cities and Local Government Devolution Act 2016.
