Estates Strategy

The Home Office (HO) continues to evolve its estate to support national security, immigration enforcement, and public safety. The Strategic Asset Management Plan (SAMP) sets out the vision and roadmap for delivering a safe, sustainable, and efficient estate that meets operational needs and supports government-wide initiatives such as Smaller, Better, Greener, Net Zero, and Places for Growth. 

HOPS (Home Office Property Services) lead this transformation, aligning estate strategy with workforce planning, regional growth, and digital innovation.

HOPS VISION: Provide a safe, sustainable, and efficient estate that meets the needs of our people and customers, which anticipates and adapts to future demands, and supports Home Office and Government strategic priorities

Key Project and Priorities

1. Estate Efficiency & Rationalisation 

  • Consolidation in London, Northwest, and Scotland
  • Disposal of surplus assets and lease exits
  • Co-location with other government departments (OGDs)

2. Sustainability & Net Zero 

  • Resource funding allocated for 2025/26
  • Projects include low-carbon heating, LED lighting, metering, biodiversity
  • 44% carbon emissions reduction since 2017–18 baseline

3. Facilities Management Transformation (FM26) 

  • New Total Facilities Management contracts launching October 2026. 
  • Four regional models with a central performance partner. 
  • Focus on data-driven decision-making, social value, and improved service delivery. 

4. Capital Investment Programme 

  • Resource funding allocated for 2025/26
  • Projects include low-carbon heating, LED lighting, metering, biodiversity
  • 44% carbon emissions reduction since 2017–18 baseline

People  

The Home Office has successfully transferred in estates professional services previously delivered by the MoJ Property Directorate shared service, creating a successful new Operating Model. This strategic move has enabled the Home Office to begin building a new, dedicated property services team focused on delivering Home Office property priorities.

  • HOPS comprises 158 staff, with a growing number of accredited property professionals. 
  • Allocated training budget supports development under the Government Property Career Framework. 
  • Diversity targets set for 2025: 24% BAME, 12% disability, 52% female, 6% LGBTQ+. 
  • Workforce planning aligned with estate needs and regional growth.
